We need the orbital shipyards to build larger ships. The more expanded the orbital shipyards are, the larger the ships that can be built. In order to stand their ground against the Republic's fighter armada, the Confederate producers rely on a second orbital shipyard. The more expanded the shipyards are, the faster ships can be produced.
